Biography
Born in Caracas Venezuela in December 1978, he graduated with a Bachelor of Naval Sciences in 2001, after accumulating 21 years of experience in the Venezuelan Navy aboard military ships, naval bases and maritime operations with the Navy of the United States, the Netherlands, Argentina and Colombia, standing out for their level of professionalism and high training, his most prominent positions were in the Coast Guard, including Commander of the Coast Guard at the Margarita Island, he achieved advanced experience with electronic equipment, communications and sensors such as radars, consoles fire control, held all positions up to the rank of Lieutenant Commander, when he decided to retire in 2017.
Among the most outstanding operational activities of Fran Noffra, we can mention his impressive results as Commander of the Coast Guard of Juan Griego on the Island of Margarita (2013-2016), where he managed to win the first pennant of the E for Efficiency since its creation, summarized in the following video.
He also excelled in the early years as a naval officer in combat systems and in radar and torpedo electronics, in the conventional North American training of Surface Warfare, Anti-Sugmarine Warfare, and Anti-Aircraft Warfare. This video shows the First Otomat Missile Launch (Surface-Surface) from the Patrol Boat Victoria, a Patrol Boat with more than 30 years of Italian technology.
In 2003 Fran Noffra participated in the military exercises organized by the United States Navy UNITAS 44-03 with an outstanding participation sailing as Shiprider aboard the Destroyer USS O’Bannon (DD-987), for which he received recognition from Destroyer Commander.

In 2018 Fran Noffra obtained his Master’s degree in Business Administration with an emphasis in Marketing with Summa Cum Laude qualifications, acquiring the knowledge and skills that have subsequently allowed success in the Management of the companies that he has had the honor of leading in the maritime businesses of Panama and The Bahamas, import and commercialization of Italian Wines in Panama, as well as the creation and development of its own Digital Marketing Agency
